Grover Cleveland "Pop" Naylor (1884–1962) opened a raw bar in the Municipal Fish Market on the SW waterfront in 1929. He later added the much larger restaurant pictured below at 951 Maine Avenue SW. Both the raw bar and restaurant closed when he retired in 1957. …
